Broken Front Entrance Door Lock

LVT Number: 9316

Tenants complained of reduced building-wide services, claiming that security was compromised by a broken front entrance door that had no lock. DHCR inspections conducted two weeks apart found the entrance lock broken. Landlord argued that it had repaired the lock several times. The DRA cut tenants' rent, and landlord appealed. Landlord argued that it had made good-faith efforts to fix the lock and that tenant vandalism necessitated the frequent repairs. The DHCR revoked the rent cut. Tenants had complained of a missing front door lock, not a broken one, so the DRA's order was improper.
