Super Lived in Building

Landlord applied to restore the rent after it had been cut based on reduced services. A DHCR inspection confirmed that landlord had reinstated the services, and the DRA restored the rent. Tenants appealed, claiming that the building had no super, and that landlord only produced one when it knew a DHCR inspector would be at the building. So the DHCR conducted an unannounced inspection, and found that a super lived in the building. The DHCR ruled for landlord. The ''surprise'' inspection confirmed that a super lived in the building, and that his name and apartment number were posted.
