Stoop Repair Doesn't Qualify as MCI

Landlord applied for MCI rent hikes based on the installation of a new entrance door and vestibule door, as well as stoop repair. The DRA ruled for landlord, but disallowed any increase for the stoop repair. Landlord appealed and lost. To qualify, necessary work directly related to an MCI must be performed either at the same time or after the MCI work. Landlord did the stoop repair in May 2006, prior to completion of the door installations in June 2006. So this work didn't qualify as an MCI.
