Vault/Stoop Work Doesn't Qualify

Landlord applied for MCI rent hikes based on various improvements. The DRA ruled for landlord in part, but disallowed any rent hike for costs associated with vault repair and stoop replacement. Landlord appealed and lost. Vault repairs and stoop replacement constitute repairs, not MCIs, unless done in connection with other qualifying MCIs, such as replacement of all beams and foundations or the installation of a new entryway.
