Small Gap Between Door and Frame

Tenant complained of a reduction in services. The DRA ruled for tenant and reduced his rent. Landlord appealed, claiming that the condition found on inspection didn't warrant a rent reduction. The DHCR ruled for landlord and revoked the rent reduction. There was a small gap between tenant's apartment door and door frame on the top right side. There was no finding that the door didn't properly close or lock.
