Single-Ply Roof Qualifies

Landlord applied for MCI rent hikes based on the installation of a new roof. The DRA ruled for landlord. Tenants appealed, claiming that the roof didn't comply with the three-ply requirement, that it leaked, and that there was water damage. The DHCR ruled against tenants. As an alternative to the three-ply requirement, MCI rent hikes are permitted for installation of a single-ply roof of asphalt material plus additional underlying plies of roofing material. This is what landlord installed.
