Single-Ply Asphalt Roof Installation Doesn't Qualify

Landlord applied for MCI rent hikes based on a number of improvements. The DRA ruled for landlord in part, but disallowed an increase for roofing. Landlord appealed and lost. Prior landlord's 1998 MCI application for roof installation was denied, so landlord wasn't barred from applying for a new MCI hike. However, landlord's roof installation consisted of only a single ply of traditional asphalt-based materials. Single-ply roof installations only qualify as MCIs if new technology materials, such as one-ply rubber membrane roof, are used.
