Sheetrock Work Doesn't Qualify

Tenant complained of a rent overcharge. The DHCR ruled for tenant, and landlord appealed to the court. Among other things, landlord claimed that it should have been granted a 1/40th increase for Sheetrock work done in the apartment. The court ruled against landlord. The DHCR's ruling was reasonable based on its finding that landlord didn't Sheetrock a major portion of the four-room apartment. So DHCR properly ruled that the Sheetrock work was maintenance and repair work, not an apartment improvement.
