Security Cameras Restored at Building

Tenants complained of a reduction in building-wide services based on reduced security camera services. The DRA ruled for tenants and reduced their rents. Landlord later applied for rent restoration based on the restoration of services. The DRA ruled for landlord. Tenant appealed and lost. Tenant claimed that more than three of the building's 17 security cameras weren't working or recording. Inspection showed that three of the cameras were not working due to ongoing elevator repairs. But 16 screen monitors in the building basement were working.
