Second Nonrenewal Notice Required

Landlord sought permission from the DHCR to start eviction proceedings against rent-stabilized tenant. The DHCR ruled against landlord, and landlord appealed. The court and appeals court ruled against landlord. DHCR had reasonably ruled that landlord was required to serve a second nonrenewal notice on tenant after landlord's prior eviction case was dismissed.
