Second Contractor Completed Roof

Landlord applied for MCI rent hikes based on the installation of a new roof. The DRA ruled against landlord. Landlord appealed and lost. The work was done on a piecemeal basis. Roof work was started in March 1998 by one roofing company but wasn't completed. A different contractor finished the work in December 1999. Landlord's documents also didn't make clear what work was done by whom and whether there was any duplication of work and/or costs.
