Landlord Gets Second Chance to Complete Application

Landlord applied for MCI rent hikes, based on the installation of new thermal windows. The DRA asked landlord to submit documents supporting the application. Landlord asked for more time to do so. When landlord didn't submit the paperwork on time, the DRA denied the application because it was incomplete. Landlord appealed, arguing that its application was partially complete, and that it didn't have enough time to submit all the documents.
