Roof Repairs Don't Qualify

Landlord applied for MCI rent increases based on a number of improvements. The DRA ruled for landlord and tenants appealed, claiming, among other things, that the roof work didn't qualify as an MCI and was performed poorly. The DHCR ruled for tenants. An inspection showed that the roof was repaired, not replaced, and that severe damage to the top floor apartment resulted from leaks occurring after the work was done.
