Roof Fan Motors Don't Qualify

Landlord applied for MCI rent increases based on the replacement of roof fan motors. The DRA ruled against landlord. Landlord appealed and lost. The roof fan motors ventilated the windowless bathrooms in certain building lines, but not all of them. The fans benefited only about half of the building's apartments. So the improvement wasn't building-wide and didn't qualify as an MCI.
