Landlord applied for MCI rent hikes based on various improvements. The DRA ruled for landlord, in part, but denied any increase for the resurfacing of the parking lot adjoining the building. Landlord appealed and won. Landlord replaced the entire walkway, driveway, and parking lot surface. The repaving and blacktop resurfacing of the parking lot and driveway, with the raising of two catch basins, qualified as an MCI.
