Replacement of Gas Stoves Wasn't Reduction in Services

Tenants complained of a reduction in building-wide services, claiming that gas service had been disrupted. The DRA ruled against tenants, finding no reduction in services. Tenants appealed and lost. Landlord replaced gas stoves with functioning electric stoves. There was no reduction in services. The DHCR couldn't consider tenants' additional complaint that the gas shut-off caused heat and hot water problems because they didn't raise this issue in their initial complaint.
