Replacement of Concrete Steps Included in Increase

Landlord applied for MCI rent hikes based on concrete resurfacing. The DRA ruled for landlord in part, but disallowed any increase for the replacement of steps done in connection with the resurfacing. Landlord appealed and won. Replacement of concrete steps qualified as an MCI, since it was done in connection with the concrete resurfacing.
