Cost of Rebuilding Drains, Lines, and Traps Included in Rent Hike for Concrete Renovation

Landlord applied for MCI rent hikes for the replacement of courtyard concrete. The DRA ruled for landlord, but denied any increase for related installation of basement concrete work, drains, lines, and traps. Landlord appealed, claiming that the additional work was needed to complete the concrete work. The DHCR ruled for landlord. The removal and rebuilding of the drains, lines, and traps were steps that landlord had to take to complete the concrete renovation in the courtyard.
