Repairs Done in Unworkmanlike Manner

Tenant complained of a reduction in services. The DRA ruled for tenant and reduced his rent. Landlord appealed, claiming that repairs had been made. The DHCR ruled against landlord. Tenant had complained that lights weren't working in the kitchen and bedroom and that there were water leaks in the kitchen, bathroom, and living room. An inspection showed that, even after landlord supposedly had made repairs, the kitchen ceiling and one wall were discolored and stained. And, although the kitchen light fixture was working, the electrical cable wasn't properly covered and there was a large, open gap in the ceiling. The DRA properly reduced tenant's rent since landlord's repairs had been done in an unworkmanlike manner.
