Rent Reduction Order Doesn't Result in Revocation of Order of Eligibility

Tenant appealed the DRA's order of eligibility for MBR increases for 1992–93. Tenant claimed that there was an outstanding rent reduction order that barred MBR increases. The DHCR ruled against tenant. The reduction order doesn't result in revocation of the MBR order of eligibility. However, landlord can't collect any MBR increases from tenants until the DHCR restores the rents.
