Rent Frozen Because Landlord Didn't Pay Registration Fee

The NYC Dept. of Finance informed the DRA that landlord hadn't paid annual rent registration filing fees for 1990. The DRA served notice on landlord, who didn't respond. The DRA then ruled that landlord hadn't paid the fees for six apartments and froze the rents of all these apartments, effective March 1990 at the level in effect on April 1, 1989. Landlord appealed, claiming it hadn't responded to the DRA's notice. The DHCR ruled against landlord. Landlord didn't prove that it responded to the DRA in 1994.
