Landlord Didn't Pay MBR Fee on Time

The DRA denied landlord's 1986/87 MBR increase because landlord didn't pay the MBR fee on time. Landlord appealed, claiming she'd paid the fee, but she couldn't prove it because her agent was out of town. The DHCR denied landlord's PAR. Landlord had submitted a $20 check to the DHCR after the DRA's order was issued. The DHCR returned this check because it was sent six months after requested, and after the DRA's order came out. So, landlord's payment of the fee was made too late.
