Rent Cuts Revoked for Tenants Who Didn't File PARs

Tenants complained of a reduction of building-wide services based on reduction in hours of doorman service. The DRA ruled for tenants and reduced their rents. Landlord appealed. Tenants' complaint had originally been denied, but had been reinstated as a result of PARs filed by tenants. Only 12 of the 63 tenants who originally complained had filed PARs, and one of the PARs was denied. Landlord claimed that only the tenants whose PARs were granted should get rent reductions.

The DHCR ruled for landlord and revoked rent reductions for everyone except the 11 tenants whose PARs had been granted.
