Renovation of Water Tower Doesn't Qualify

Landlord applied for MCI rent hikes based on a complete rebuilding of the building's water tank structure. The DRA ruled against landlord. Landlord appealed and lost. Landlord's MCI application indicated that it had completely renovated the water tower structure. This wasn't an MCI. If landlord had replaced the water tower in connection with a qualifying MCI, the work would have qualified.
