Landlord applied for MCI rent hikes based on pointing/waterproofing and related restoration work. The DRA ruled against landlord and landlord appealed. The DHCR approved MCI rent hikes for the pointing work but denied any rent hike for the restoration work. The proposal for the restoration work was made one year before the pointing proposal. It involved scraping, priming, and painting of the cornice, patching and recaulking the brownstone window frames. This work wasn't an MCI in its own right, and wasn't directly related to or required for the pointing installation.
