Prior Order Related to Different Windows

Tenants complained of a reduction in services. The DRA ruled for tenants based on a finding that landlord didn't maintain five basement windows. Landlord appealed, claiming that the DRA's order was a duplicate of a prior order issued in 1995. The DHCR ruled against landlord. The prior order related to defective windows in the front, rear, and side of the building. The new order was based on defective windows in the basement and laundry room areas. The new order covered different windows.
