Prior Housing Court Rent Cut Covered Different Period

Tenant complained of a reduction in services. The DRA ruled for tenant and reduced his rent. Landlord appealed, claiming that tenant had already gotten a rent cut in a court case and, by law, couldn't also get a DHCR rent reduction. The DHCR ruled against landlord. The conditions complained of in the court case were different from those in tenant's DHCR complaint. And the period covered in the court case ended in January 1998, while the effective date of the DHCR rent cut was Feb. 1, 1998.
