Pointing Not Done

Tenant complained of a reduction in building-wide services. He said there was water damage throughout the building because landlord didn't provide pointing services. The DRA ruled for tenant after several inspections, and reduced his rent. Landlord later applied for a rent restoration, claiming that the services had been restored. The DRA ruled against landlord. Landlord appealed and lost. Landlord claimed that tenants had signed off on the repairs, and it submitted an engineer's report stating that the repairs had been done.

The DHCR said tenant sign-offs didn't address whether pointing had been done. And, contrary to the engineer's report, a DHCR inspection found that pointing was still needed.
