Permit Required for Plumbing Work

DOB issued a violation notice to landlord for doing plumbing work without a permit. Landlord claimed that it had a permit. The ALJ found that landlord didn't have the right permit for the plumbing work and fined landlord $800. Landlord appealed, claiming that replacing pipes in an apartment didn't require a permit. ECB ruled against landlord. City law states that no alteration work or plumbing work shall be done unless and until DOB issues a written permit. The only exceptions are for minor alterations and ordinary repairs, but such exceptions don't include rearranging, relocating, or removing any water distribution piping.
