Partial Roof Work Qualifies as Exterior Restoration MCI

Landlord applied for MCI rent hikes based on exterior restoration work. The DRA ruled against landlord in part, finding that roof work wasn't complete because it wasn't completely replaced. Landlord appealed and won. Landlord acknowledged that the main roof was replaced in 1999. But landlord didn't claim any MCI rent hikes for the main roof replacement. Instead, landlord sought MCI rent hikes based on second- and fourth-floor roof work, and roof work done over apartments 16C and 18F. This work qualified for a rent hike as part of landlord's overall exterior restoration work.
