Parapet Not Completely Replaced

Landlord applied for MCI rent hikes for partial installation of a parapet wall. The DRA denied the application because the parapet wall wasn't completely replaced. Landlord appealed, arguing that, in the past, the CAB had approved MCI hikes for substantial parapet replacements like this one. The DHCR ruled that landlord didn't qualify for an MCI increase because he didn't replace the entire parapet. The CAB ruling landlord relied on wasn't appropriate because it related to window replacement, not parapets.
