Landlord applied for MCI rent hikes based on the installation of a new roof and parapets. The DRA ruled for landlord. Tenants appealed, claiming that the work wasn't building wide. The DHCR ruled against tenants. The parapet work was done in connection with the new roof installation and so qualified as an MCI.
