Oven Leaking Carbon Monoxide

Tenant complained of a reduction in services because his oven was leaking carbon monoxide. The DRA ruled for tenant and reduced his rent. Landlord appealed, claiming that it had attempted repairs several times and always found the oven to be working properly. The DHCR ruled against landlord. The oven was ''red-tagged'' by Con Edison before the date on which landlord claimed the oven was working properly. So landlord's claim wasn't believable.
