Open Basement Doors Undermined Effectiveness of Intercom System

Landlord applied for MCI rent hikes, based on the installation of a new intercom system. The DRA denied landlord's application because two DHCR inspections showed that open basement doors undermined the system's effectiveness. Landlord appealed, arguing that it planned to resolve the security problem by replacing all entrance doors. Landlord loses. The basement doors were open during several DHCR inspections, so the new intercom system didn't benefit tenants.
