One Leak Complaint No Bar to Rent Hike

Landlord applied for MCI rent hikes based on exterior restoration work. The DRA ruled for landlord, and one tenant appealed. Tenant claimed that after the work was done, water leaked into his apartment from the outside of the building. Tenant argued that landlord shouldn't get the MCI rent hike, since the work wasn't properly done. The DHCR ruled against tenant. The complaint of water leaks by one tenant wasn't enough to revoke the MCI rent hike. Tenant should file a complaint for a decrease in required services if the problem wasn't corrected.
