One Inspection Enough to Show Janitorial Services Provided

Tenant complained of a reduction in building-wide services based on insufficient janitorial services. The DRA ruled for tenant and reduced his rent. Landlord later applied for rent restoration based on restoration of services. The DRA ruled for landlord, and tenant appealed. Tenant claimed that building hallways were still filthy, and objected to the DRA's restoring the rent based on a single inspection. The DHCR ruled against tenant. The DHCR inspection showed that janitorial services were being provided. And one inspection was enough. Notably, the original finding of reduced services also was based on one inspection.
