One Exterminator Visit Insufficient

Tenant complained of a reduction in services because of mice and roaches in his apartment. The DRA ruled for tenant and reduced his rent. Landlord appealed, claiming that the exterminator came to tenant's apartment in response to his complaint, and that the exterminator also came to the building once a month. The exterminator claimed tenant didn't provide access. Tenant claimed there was no posted or other notice of the exterminator's visits. The DHCR ruled against landlord.

Extermination requires more than one visit for adequate service.
