One Elevator Eliminated

Tenants complained of a reduction in building-wide services because landlord eliminated one of the building's three elevators. The DHCR ruled for tenants and reduced their rents. Landlord appealed. The court and appeals court ruled against landlord. The DHCR reasonably determined that eliminating one of the elevators was a reduction in services. So the DHCR properly ordered rent reductions.
