Noisy Neighbors

Rent-controlled tenant complained of a reduction in services due to excessive noise from an upstairs neighbor. The DRA ruled against tenant, and she appealed. Landlord submitted letters from other tenants stating that it was tenant who was making excessive noise. The DHCR again ruled against tenant. It's DHCR policy not to grant a rent reduction for noise complaints that involve neighboring tenants.
