Noise Created by Neighboring Tenants

Tenant complained of a reduction in services based on noise created by neighboring tenants. The DRA ruled against tenant, finding that this was a minor condition. Tenant appealed and lost. The Rent Stabilization Code lists noise created by another tenant as a minor condition that doesn't warrant a rent reduction.
