No Rent Increase Due to Leaking Roof

Landlord applied for MCI rent hikes based on a new roof installation. The DRA ruled against landlord after inspection confirmed wet, damaged areas of the ceilings of the top-floor apartments. Landlord appealed and lost. The weather penetration through the newly installed roof was a material defect, which showed that the roof wasn't installed in a workmanlike manner.
