No Rent Hike for Installing Six New Radiators

Landlord applied for MCI rent hikes based on the installation of plumbing and new radiators. The DRA ruled against landlord. Landlord appealed and lost. Landlord didn't replace the 18 radiators already in the building. Instead, landlord added six radiators to rooms that didn't previously have them, with new steam pipes leading to the boiler. So the installation wasn't building wide and didn't qualify as an MCI.
