Landlord applied for MCI rent increases based on the installation of a new sewer line. The DRA ruled against landlord. Landlord appealed and lost. The installation of a sewer line by itself doesn't qualify as an MCI. In this case, landlord didn't perform any related MCI work that might otherwise have qualified the sewer line.
