No Proof Tenant Didn't Receive DHCR Inspection Notice

Tenant complained of a reduction in services based on apartment conditions. The DRA ruled for tenant and reduced his rent. Landlord later applied for rent restoration based on the restoration of services. The DRA ruled for landlord after tenant failed to provide access for inspection of his apartment. Tenant appealed, claiming that he didn't receive the DHCR's notice of inspection until six hours after the scheduled inspection time. The DHCR ruled against tenant. There was no proof that tenant didn't receive timely notice of the DHCR's inspection.
