No Proof Landlord Provided Storage Space

Tenant complained that landlord discontinued storage space. The DRA ruled against tenant, finding insufficient proof that storage space was a required service. Tenant appealed, claiming that landlord provided locked storage spaces to tenants within the three-year period before tenant complained. The DHCR ruled against tenant. Storage space wasn't registered as a base date service in 1984. Tenant showed no lease rider providing for storage space. And while some tenants may have used an unlocked storage space provided by prior landlord, this didn't create a required service.
