No MCI Rent Hike for Solar Panels

Landlord applied for MCI rent hikes based on plumbing repiping and installation of solar panels. The DRA ruled for landlord in part. No increase was granted for the solar panels since they didn't qualify as MCIs. The solar panels were installed over the commercial portion of the building, and landlord didn't respond to the DRA's request for additional information. Tenant appealed and lost. Tenant claimed that the repiping was repair work, but landlord documented the major capital improvement and its costs.
