No MCI Rent Hike for Piecemeal Parapet Replacement

Landlord applied for MCI rent hikes based on the replacement of a parapet wall and chimney rebuilding. The DRA ruled for landlord in part, but disallowed any increase for the parapet and some of the cost for the chimney replacement. Landlord appealed and lost. The parapet work didn't qualify as an MCI because landlord replaced only the front parapet and another building parapet had been replaced six years earlier. Therefore, the parapet replacement wasn't done under a unified plan but only piecemeal.
