No MCI Rent Hike for Intercom System Without Audio

Landlord applied for MCI rent hikes based on the installation of a new intercom system. The DRA ruled against landlord, who appealed and lost. The installed system appeared new and in good condition. But there was no push-button audio or telephone communication provided. In addition, other building entrances weren't secured and locks weren't provided. So the work didn't qualify as an MCI.
