No MCI Rent Hike for Apartment Panels

Landlord applied for MCI rent hikes based on building-wide rewiring. The DRA ruled for landlord in part but disallowed any increase for apartment panels. The DRA found that the panels hadn't been installed as a single project and that they were unrelated to the MCI. Landlord appealed and lost. Landlord admitted that some apartment panels weren't included in the MCI installation project because they had been previously replaced. So the work wasn't performed on all similar building components as part of the building-wide rewiring. In addition, the apartment panels had no direct relation to the qualifying installation of new risers and feeders from the property box to each apartment performed as part of the rewiring.
