No MCI Increase for Partial Roof Replacement

Landlord applied for MCI rent hikes based on the replacement of the main roof of its building. The DRA ruled against landlord, who appealed and lost. The structure included a second-floor roof in the rear portion of the building. This wasn't replaced. In order to qualify as an MCI, a complete replacement of the building's entire roofing system was required.
